County of Orange, VA is Hiring a GIS Analyst Near Orange, VA

Role Overview

Performs skilled computerized map drafting and related technical work in the preparation, review and maintenance of maps and geographic datasets of projects for County departments. Must be extremely detailed, organized, and responsive. This position will serve both interdepartmental needs and those of the public. Work is performed under the general direction and supervision of the GIS Manager.

Role Description

  • Prepares and updates GIS maps, databases and creates new maps for special projects based on requests from various departments to include plat research, reconciliation, and verification; responds to requests for information or questions about data in the GIS; assists with the maintenance and updating of online map services and web-based map applications. Researches and resolves GIS-related problems and concerns associated with digital mapping and database files using various research techniques and sources; reviews, edits, and verifies source data and resolves conflicting geographic data.
  • Utilizes GPS receivers and data loggers to collect field data and import to GIS; maintains and continuously updates multiple GIS databases and other relevant datasets.
  • Collects, verifies, and enters data to the County SDE that pertains to road centerlines, site address points, tax parcels, structures, broadband infrastructure, etc; analyzes tabular and spatial data for various GIS projects.
  • Maintains the system and methodology by which property numbers are assigned; assigns 911 addresses and road names; reviews proposed road names and addresses to ensure compliance and avoid duplication; assists in locating new roads in the County; routinely confers with other departments and outside agencies to clarify addressing discrepancies, create maps, and provide information and assistance; compiles monthly memos and reports summarizing the current addressing status for departments, Next Generation 9-1-1 efforts, and USPS; maintains the 911 Address Request Log, Reserved Road Names Log, and County Road Roster; assists in uploading layers to the AT&T ESInet; creates and updates Mapbook pages for first responders.
  • Creates and updates the tax parcel records as needed; responsible for working with the Commissioner of Revenue’s office on all subdivisions and lot consolidations to ensure GIS tax parcel records are up to date; interprets surveyed plats to update layer via georeferencing; maintains associated tax parcel annotation classes; works closely with the County Assessor, Senior Appraiser, Real Estate Program Coordinator to assist with GIS needs relating to Reassessment; may require occasional onsite visits/fieldwork.
  • Prepares custom maps from digital data using GIS software and computer input/output devices, such as scanners, GPS receivers, plotters, printers, and the like; digitizes paper maps and PDFs to create new spatial layers through georeferencing as needed.
  • Performs quality assurance on new and existing digital map data for GIS data layers; analyzes the collection of data, including site plans, field information, maps and utility and infrastructure database information for input into the GIS.
  • Performs routine processing of various sources of information for inclusion in various County geographic and database files and maps.
  • Attends and participates in training opportunities to remain informed of the latest technologies and methodologies. Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

Knowledge, Skills and Abilities

General geographic and planning knowledge; demonstrated ability to use GIS and tools effectively, specifically ArcGIS Pro 3.1.2, ArcGIS Online, ArcGIS Desktop 10.8.2, ArcGIS Field Maps, Survey123, Trimble TerraFlex; proficiency with databases, word processing, and spreadsheet software; skill in interpreting surveyed plats, cadastral, topographic, transportation, and zoning maps, as well as aerial photo interpretation skills; ability to respond to mapping needs of the public, interested parties, staff, and requesting agencies; ability to perform precise and accurate work; ability to follow detailed written and oral instructions; ability to communicate orally and in writing; ability to establish and maintain effective working relationships with colleagues, elected officials, the public, and members of the professional community.

Education, Experience & Special Requirements

Bachelor’s Degree in Geographic Information Systems, Geography, Cartography, Engineering Technology, or a closely related field and 1-3 years of experience with GIS software; or Associate’s Degree in Geographic Information Systems, Geography, Cartography, Engineering Technology, or a closely related field and 2-5 years of experience with GIS software. Other equivalent education and work experience may be considered in meeting the minimum education and experience requirements.

Pay: $51,244.00 - $66,617.00 per year
